How Interior Ministry reinstated Maina into service
Attorney General of the Federation, Abubakar Malami, SAN, in collaboration with the Federal Civil Service Commission initiated the process of recall of Abdulrasheed Maina, exHead, Pension Reforms Task Force, Blueprint has reliably gathered. Our findings revealed that the Ministry of Interior reinstated Maina into the service after series of deliberations among its management staff . But the minister in charge of the ministry, Abdulrahman Dambazau, denied knowledge of Maina’s return to the civil service, blaming same on the Head of Service, Mrs. Winnifred Oyo-Ita.
However, the HoS, who was silent on those responsible for the act, denied same in a terse statement yesterday. According to documents obtained by our reporter, the AGF wrote the FCSC in a letter dated 27th April, 2017 “requesting Federal Civil Service Commission (FCSC) to give consequential eff ect to the judgement that voided the warrant of arrest issued against A.A. Maina which formed the basis for the query and his eventual dismissal.”
And at its meeting held on 14th June, 2017, the FCSC “deliberated on the Attorney-General of the Federation’s (AGF’s) letter and requested the Office of the Head of the Civil Service of the Federation” to advise the Permanent Secretary , Ministry of Interior to consider the AGF’s letter, the officer’s case and make appropriate recommendation to the commission.” Consequent upon this, it was further revealed, “the OHCSF accordingly advised Ministry of Interior to consider the matter.
“The Ministry of Interior at its Senior Staff Committee (SSC)’s meeting held on 22nd June , 2017, considered the disciplinary case against the officer and the letter by the Attorney-General of the Federation and Minister of Justice seeking the reinstatement of the Officer as a Director(Administration), SGL 17 in the Federal Civil Service.”
The SSC, the source further revealed, recommended that Maina be reinstated into the service as deputy director GL.16, after which the OHCSF communicated the ministry’s decision in a memo dated 14th August, 2017 to the FCSC for necessary action. And consequent upon this, according to the document signed by Mustapha L. Sulaiman on behalf of the FCSC boss, the commission approved Maina’s reinstatement on GL 16 as recommended by the ministry, “with effect from 21st of February, 2013, being the date he was dismissed from service).
Further to this, the commission also “approved for the offi cer to sit for the next promotion examination to the Post of Director (Administration) GL 17.” The memo which originated from the Discipline and Appeals Department of the FCSC to OHCSF concluded thus: “I am therefore to convey the approval of the FCSC for the reinstatement into the Service of Alhaji Abdulrasheed Abdullahi Maina, Deputy Director (Administration), SGL 16.”
